TVA (taxe sur la valeur ajoutee) is a consumption tax collected by businesses at each sale and ultimately borne by the final customer. A business adds TVA to its prices, then passes it on to the tax authorities, reclaiming the TVA it paid on its own purchases.
The maths is simple: the TTC price is the HT price times one plus the rate, and to work backwards the HT price is the TTC price divided by one plus the rate. The TVA itself is the difference between the two.
France uses four rates for different categories. The standard 20 % covers most goods and services, 10 % applies to restaurants, accommodation and passenger transport, 5.5 % to most food, books and some energy, and the special 2.1 % to reimbursable medicines and the press.
Small businesses under the franchise en base de TVA threshold do not charge TVA at all and simply invoice in HT, which is why some invoices show no tax. Above the threshold, charging and declaring TVA becomes mandatory.
